Watts, who was found early Friday morning inside his submerged vehicle at the Chiawana Park Boat Launch. According to Pasco Police Captain Bill Parramore, a fisherman discovered the vehicle in the water around 7:58 a.m. Authorities responded swiftly, closing the boat launch for several hours as they worked alongside Columbia Basin Dive Rescue to secure the scene and recover the car. Watts had been scheduled to appear in court that same morning but failed to do so. Later that afternoon, shortly after 1:30 p.m., presiding Judge Bronson Brown formally dismissed the charges against him and released the jurors after being informed of his death.
